This facility serves the northeastern section of Jefferson County.  Configured on least three separate levels, the building is not handicapped accessible.  With difficult linkages between incremental parts of this undersized facility, the current student population is far greater than the capabilities of the core facilities such as the cafeteria and auditorium.  Instructional spaces are grouped neither by discipline nor by grade level.  Room sizes and shapes vary widely.  The lack of small classrooms requires the small enrollment Special Education classes be assigned to regular classrooms. 

 

 

Current Use:   A former high school facility, Harpers Ferry Junior High School currently serves approximately 450 students in Grades 7, 8 and 9.  Class sizes are routinely 28-30.  The building is undersized to accommodate the total student population; four classrooms are housed in portable classroom units.

 

 

General:  Constructed in the 1930's as a high school, this building was added to in the 70's and the 90's.  The resulting aggregate facility is inadequate with too many levels and tortuous circulation.  Core facilities such as the cafeteria, auditorium and gymnasium are located at opposite ends of the complex; in a similar manner, specialized instructional spaces for art, agricultural science, home economics and music are scattered throughout the building rather than clustered.  This situation intensifies traffic in the corridors which are undersized for the total student population of almost 500. 

 

Administrative space is totally inadequate in terms of size and configuration.  Teacher resource areas are similarly undersized.  Storage in the building is almost non-existent.  Space for itinerant teachers is scattered throughout the older section in small office areas located off main corridors or stairwells.  Restroom facilities are inadequate for the school population. 

 

The cafeteria can not accommodate the number of students assigned to each lunch shift.  Lack of adequate kitchen space compromises usable seating area which must be utilized for food service.  The library is located on the second floor and this level is not served by an elevator.  Staircases are too narrow to accommodate two-way traffic. 

 

Shop and home economics are generously sized, as is the gymnasium which can accommodate two classes simultaneously. The 8th Grade science lab has no equipment for students.  In general, science and business education laboratories are inadequate and lack comparability with other Junior High School in the county.

 

 

Site:  The property is undersized for current use as a Junior High School facility.  Parking is insufficient for staff and visitors.  There is inadequate space for bus loading and unloading.  A single playfield is used for physical education, athletics and casual use.

 

 

Building Organization and Configuration:  Although organized in a compact "U" configuration, the multiple levels and tight corridors in this building make circulation very difficult.  The main level of the facility is half a story above ground, and there are five additional levels of the facility including the second floor.  Building configuration and organization is especially poor.  Access to the four classrooms located in portable units is inconvenient.

 

 

Potential for Continued Use:   This facility is undersized and poorly configured for current use.  In general, it offers less than adequate resources for the instructional level served.  Many functional aspects of the building are deficient.  Strong consideration should be given to retiring this facility.  If not, less intensive use (lower enrollment) is necessary in order for the building to function more effectively.
